it's a decent movie in its own grim, doggedly determined way, and inarguably a story worth telling, but delivered in beats that too often feel both workmanlike and overly familiar
based closely on true events, "Dark Waters" is a powerful and socially conscious drama which serves as encouragement for all those who are battling against seemingly unsurmountable forces to change society for the better
"Dark Waters" would likely have been a forgettable mediocrity in anybody's hands, given its fact-based, muckraking limitations; it's a crushing disappointment
