In a Russian jail, a prisoner is being examined for hidden contraband by a medic. The prisoner is shackled, tied into a straitjacket, and thrown into a cell. Once there, he smiles - he's missing a tooth. Minutes later, the alarm is sounded and security arrives at his cell to find the door empty and the hallway littered with dead guards. A single tooth lies on the floor - its root has been fashioned into a key, and that's what he used to escape. Written on the wall in blood is the name... Kozmo.

Vince visits the freight train yard where Marty double-crossed him, searching for clues. He remembers the name of one of ARK's security guards who'd helped frame him: Phillips. Later that night, The Cape finds Phillips driving alone. He dangles Phillips over the edge of a bridge and demands he tell the world that Vince was framed - but Phillips refuses to talk. Sirens can be heard, forcing The Cape to move on. Orwell helps by using the web to close down traffic lights and turn on others. The Cape escapes capture, but ARK's computer locks onto Orwell's signal.

The next day, Trip's starting at a new school and is introduced to his new classmates. But the Faraday name precedes him, and he's instantly made fun of for being the son of Chess. Back at Trolley Park, Max watches Vince practicing with the cape when they're interrupted by a presence. It's the escaped Russian prisoner - or Gregor Molotov, as Max knows him. Gregor identifies his old friend Max as Kozmo. They embrace as old friends but Max tells Gregor he no longer goes by Kozmo. Gregor tells him he's there for one thing only: his cape.

Max tells Gregor he has no idea where the cape is. Gregor leaves, but not before Vince hears him referring to Max as Kozmo. Max explains that there have been many Kozmos; his name and legend passed to each new man who wore the cape. Max gave the cape to Gregor but took it back when he realized how evil Gregor was; Gregor's murderous reign put Max in prison for 20 years. Max urges Vince to hide the cape until Gregor has moved on.

Dana's at her office when she comes across the file of a man who was arrested in the same freight yard where Vince disappeared. Could he have witnessed what happened to her husband? Meanwhile, Marty informs Peter Fleming that even though they were able to trace Orwell's signal, they couldn't find "him." Fleming instructs Marty to double the size of the team searching for Orwell.

Orwell waits for Vince, telling him his irresponsibility and recklessness with Phillips nearly got her caught. She needs to stay with him for 24 hours until she can safely relocate. Heading to bed, Vince reads the latest issue of "The Cape," unaware that Trip is doing the same thing.

A suspicious Vince tails Gregor but soon loses him in the bustle of Trolley Park's shops. Gregor is playing cards with some hoods, researching the cape and its whereabouts. Learning nothing more than that the cape still exists, he executes his fellow poker players, dispatching each with a well-thrown playing card to the jugular. Gregor then storms out.

Unaware Gregor is now watching him, Vince investigates the murder scene. Back at Vince's hideaway, Rollo comes across Orwell. He invites her to an upcoming show at the carnival - she agrees and they leave together. At the carnival, she meets Max and the others, introducing herself as "Julia." Gregor shows up, but before Max can get him to leave, Vince arrives and insists they throw a party in Gregor's honor.

Over dinner, Gregor reads Orwell's palm and tells her she's a spoiled little rich girl with real daddy issues and, like him, has been in prison. Orwell says nothing. Gregor says he was in prison because he was framed. No one believes him.

Dana talks to the inmate arrested in the freight yard. He witnessed Vince being drugged, kidnapped and framed as Chess. And he wasn't the only witness: all his fellow "yard dogs" saw what happened. Dana tells Marty the news and he promises to take care of it. Back at the party, Gregor demands the cape but the Carnival of Crime rises up behind Vince. Outmanned, Gregor disappears in a flash of smoke. Max says to let him go, but Vince won't stand for it - he heads out to capture Gregor.

Orwell tells Vince that her palm reading was truthful, and Gregor might know a lot more than they give him credit for. Vince dons the cape, fearful that Gregor might try to harm his family. He arrives at Dana's work to find her talking to her boss about her troubles. Vince is shocked to see Dana's boss flirting with her - and Dana responding positively. Back at the carnival, Gregor surprises the audience and reveals that Ruvi and Rollo are about to be eaten by the tiger. He further shocks them by revealing Max is submerged in a tank of water, his hands bound.

The Cape swings into the circus, knocking Gregor to the ground. He uses his cape to free Max from the water tank. As he does, Orwell frees Ruvi and Rollo. But Gregor gets the upper hand and rips the cape from Vince's neck - donning it himself. He throws Vince to the ground with it and then turns his ire on the audience, who run screaming. Gregor turns to attack Orwell, but before he can do anything, Vince attacks him.

Vince and Gregor fight over the cape, each landing crushing blows. The Carnival of Crime members watch in horror. Finally, Vince chokes Gregor unconscious with the cape. Max tells him that alive, Gregor will return again and again until he has the cape. But Vince isn't a murderer and won't kill him. Instead, Vince walks off.

Orwell and Vince photograph the ARK cops removing everyone at the freight yard who may have seen Vince being framed. They're being shipped out of state. Phillips is among the cops loading people into the van. Vince makes sure to get photographs of him doing it. He's determined to clear his name and bring Fleming's henchmen to justice. Meanwhile, Marty lies to Dana, telling her that they looked into the transient's claims and found nothing. But an envelope arrives at her office containing the pictures Orwell and Vince took. And there's a note that reads "Don't lose hope... Never lose hope..."

It's night. Trip is practicing with Vince's punching bag when The Cape comes out of the shadows. The Cape asks Trip about the school fights and tells him that he's not alone. The Cape is always watching over him. Then he disappears.

Fleming opens up a music box on his desk. Inside is a twirling ballerina. Back at the carnival, Orwell is twirling in much the same way in the ropes. Fleming closes the box.
