The new tattoo, inked by Celebrity tattoo artist Dr. Woo, probably is meant to pay tribute to her puffer fish PBF who deceased recently.

AceShowbiz - Having had a heavily inked body, Miley Cyrus adds a new one to her collection, which was of her deceased puffer fish. It looks like the actress-singer got help from celebrity tattoo artist Dr. Woo of Shamrock Social Club.
Dr. Woo posted on his Instagram account a shot of Miley's left arm. The pic showed the inside part of the celebrity's arm tattooed with her fish PBF, who recently passed away. "R I P PBF @mileycyrus," so read a caption of the pic.
Cyrus herself hasn't spoken out about her new body ink. Yet, on Thursday, February 5, she posted a shot of her PBF on Instagram, and captioned it simply with "I hate goodbyes."
For the record, Miley Cyrus has a total of 15 tattoos on her body. Among them were an ink of a moon crescent and a tattoo of her deceased puppy named Floyd on her rib cage.
